Tiera Bristol November 19, 2012 Policing in Kelsey: Budget Report Professor Charles McClelland Abstract Working as the budget director for the mayor of the city of Kelsey, we have recently been getting numerous complaints from the citizens about an increase in crime and also an issue of the public demanding for more police officers. With the population of the city growing daily, the increase of crime is continuing to progress as well.The mayor has informed us that this past year is the highest increase in crime in the city’s history, that the federal government has reduced the federal pass-through money for the state and that the budgeting group needs to revamp the budget for the coming year. Within this document as the Budget officer, we will take a close look at the present budget to determine the changes that need to be made in order to come up with a solution that is politically feasible.In doing so we will examine numerous things in depth which includes looking at how the changes affect the fiscal cycle of your budgeting, how the preparation, execution, and evaluation of the budgeting cycle would change, our budgeting approach based on the changes and the reasons, differences of the chosen budgeting approach from those not used, a plan to address the crime issue, and lastly a summary of the cost-benefit analysis of your plan. Main According to Apollo Group (2007), â€Å"Kelsey is nestled in the hills of the Northwest Valley.With a population of 625,000 Kelsey offers the amenities of the big city, but still retains its small town charm† (para. 1). In addition to the limited budget, there has been a recent budgetary reform at the federal level, which has put additional pressure on local police agencies to use the federal money before it expires. The state Chiefs of Police Association is lobbying the state for a 15% public safety tax for a temporary 3-year period in order to make up the deficit. The state legislature and local governments are wa ry of adding any additional new taxes on citizens.In addition, the state’s Sierra Club organization is putting pressure on state and local government to hire less police officers, build more prisons, and develop the state’s infrastructure. There are different types of budgeting that businesses typically use and those include Operating budgets, Capital Budgets and there are many subtypes that exist because a budget can also be created for special events, the recruitment and retention of new staff, and to manage the advertising expenses and return on investments for a business (Demand Media, 1999-2012).According to Demand Media (1999-2012), â€Å"An operating budget outlines the total operating expenses and income for the organization, typically for the period of a fiscal year. Capital budgets evaluate the investments and assets of the business, and a cash budget shows the predicted cash flow in and out of the business over a period of time† (para. 2 ). According to the Cost-Benefit Analysis (2012), â€Å"Capital budgeting has at its core the tool of cost-benefit analysis; it merely extends the basic form into a multi-period analysis, with consideration of the time value of money.In this context, a new product, venture, or investment is evaluated on a start-to-finish basis, with care taken to capture all the impacts on the company, both cost and benefits. When these inputs and outputs are quantified by year, they can then be discounted to present value to determine the net present value of the opportunity at the time of the decision† (â€Å"Cost-Benefit Analysis,† 2012).In taking steps to resolve these issues in the city of Kelsey and coming up with a solution that is politically feasible we will use the cost-benefit analysis which is the process of determining costs and benefits for programs, decisions, and projects and making a true yet equal determination for an end result. This process in my opinion is almost like a predict ion for what the end result will look like†¦ â€Å"In governmental planning and budgeting, the attempt to measure the social benefits of a proposed project in monetary terms and compare them with its costs† (â€Å"Cost-Benefit Analysis,† 2012).When it comes to looking at different Business decisions that would use the cost-benefit analysis, the reasoning could be, but not limited to â€Å"whether or not to add employees, introduce a new technology, purchase equipment, change vendors, implement new procedures, and remodel or relocate facilities† (â€Å"Cost-Benefit Analysis,† 2012). According to the Cost-Benefit Analysis (2012), â€Å"Cost-benefit analysis is the exercise of evaluating an action's consequences by weighing the pluses, or benefits, against the minuses, or costs.It is the fundamental assessment behind virtually every business decision, due to the simple fact that business managers do not want to spend money unless the resulting benefits are expected to exceed the costs. As companies increasingly seek to cut costs and improve productivity, cost-benefit analysis has become a valuable tool for evaluating a wide range of business opportunities, such as major purchases, organizational changes, and expansions† (â€Å"Cost-Benefit Analysis,† 2012).In coming up with a plan that demonstrates how the preparation, execution and evaluation of the budgeting cycle would change would look like this, according to the Cost-Benefit Analysis (2012), â€Å"A formal cost-benefit analysis is a multi-step process which includes a preliminary survey, a feasibility study, and a final report. At the conclusion of each step, the party responsible for performing the analysis can decide whether continuing on to the next step is warranted.The preliminary survey is an initial evaluation that involves gathering information on both the opportunity and the existing situation. The feasibility study involves completing the information gathering as needed and evaluating the data to gauge the short- and long-term impact of the opportunity. Finally, the formal cost-benefit analysis report should provide decision makers with all the pertinent information they need to take appropriate action on the opportunity.It should include an executive summary and introduction; information about the scope, purpose, and methodology of the study; recommendations, along with factual justification; and factors concerning implementation† (â€Å"Cost-Benefit Analysis,† 2012). When it comes to coming up with ideas to address the issue of crime there are no set strategy that can be deemed perfect. Instead it is a good idea to proactive, alert and daily trying to come up with new ideas to address this issue.Crime is on the rise and everyday criminals are getting smarter and coming up with new tactics and ways for committing crimes, therefore it is critical for law enforcement, as a unit to put just as much time and effort, if not more, in coming up with new/advanced approaches, tactics, plans and policies to deter crime. Through research I found that Governor Snyder’s plan to fight crime in the State of Michigan to very interesting. After examining the Governor’s plan we feel that it would also be a good idea to look at some of the same things within the city of Kelsey around coming up with a plan to address the current crime issues.According to Michigan Radio Newsroom (2012), â€Å"Secure Cities Partnership (provide local assistance and coordinate teams of local, state and federal law enforcement officers to direct patrols and provide investigative resources), Fire and first responders (forming an advisory council that will recommend ways to provide better emergency services statewide with a long-term, sustainable cost model), Prosecutorial support (investment for prosecutorial support in distressed cities), Mental health courts (They can require individuals to comply with treatment, whi ch may keep them from committing crimes), Drug courts (Drug treatment courts address the revolving-door cycle in which drug and alcohol offenders move in and out of the justice system; a high-risk, high-need drug court initiative that expands drug court programming), Human trafficking (protects victims and goes after the individuals who profit from this crime), New paths for young people (help teens from urban areas realize that promising opportunities exist), Removing abandoned buildings (Abandoned buildings often are havens for illegal activity. orbid individuals with unpaid taxes or who own blighted properties from buying any more property at auction), Truancy (placing more social workers within public schools)† (para. 3). Conclusion Throughout this document we have analyzed ways to come up with a solution that is politically feasible in making corrections to the budget. Using the cost-benefit analysis tool is essential and highly beneficial in determining what will stay an d what organizations will be dismissed. Frontier Printers Case

Problem Statement Frontier Printers is lacking strategic human resource objectives that are necessary to address the organizational growth and incorporate changing technological trends. As a result they are at risk of not being able to attract/retain valuable employees and could face potential legal litigation. Critical Facts Frontier Printers is a small-family business and has seen a 50% growth in the number of employees in the last three years. The departure of the press operator and the driver was attributed to a lack of opportunities for growth within the company.The firm plans on focusing on computer skills and cross-training. In the next two years the firm plans on integrating vertically by introducing new equipment that’ll allow the production of color separation which will reduce cycle time tremendously. This should help the company to increase its outputs more efficiently. The industry has experienced the introduction of various new technological advancements, one whi ch will allow â€Å"direct-to-film† to occur that will eliminate the need for two of the employees in the Pre-Press department but will require two new jobs requiring technical skills in another department.The firm does not have any contingency plans for departure of current employees. Currently, a very limited amount of employees have the knowledge to operate the current software which could potentially have serious implications. There is also no formal job analysis evident or list of job descriptions to properly implement performance evaluations. There are no formal qualifications or training for new recruits as it is done on an ad hoc basis by the management team. Analysis: Starting as a small-family business, Frontier Printers has been operating in the industry for longer than 60 years.Within the last three years, they’ve seen an enormous growth which has resulted in the realization that they need to develop strategic human resource objectives. This will be further analyzed in three main sub-issues; lack of job analysis, the need for human resource expertise, and adapting to technological improvements. Job Analysis Job analysis is the formal process of identifying the particular aspects of the job duties and requirements. Conducting a job analysis allows a firm to know the necessary skills and abilities that are expected from an employee to fulfill the job responsibilities.When there is a vacancy in Frontier Printers the job requirements and abilities are discussed by the business owners, Bonnie and her father, who later determine which employee fills the vacancy. Nevertheless, the firm does not have any explicit list of job requirements. This has caused other issues within the organization especially in terms of recruitment, selection, training and development of employees as well as their job evaluations. Recruitment becomes an issue when previous job analysis has not been conducted because the firm cannot give a realistic list of job descr iptions and requirements to attract the proper applicants.If one does not know the details of a job than it is impossible for them to recruit accordingly. Upon a vacancy, Frontier Printers would initially search the current employee base, and then look at the pool of job applicants that are already on file. If they cannot find someone, only then will the organization advertise the vacancy to the public. If a proper job analysis was conducted it would become very critical for the firm to use it as a guideline to recruit rather than using a trial-and-error method to find employees.Since the organization does not have clear strategic objectives that it needs to pursue, recruitment takes place without a clear direction. Selection is a process of choosing the best fit applicant for the job from the pool of applicants. Selection is also an issue the firm faces because there are no set guidelines to follow when comparing people’s skills and abilities to the job duties and responsibi lities. The firm has to initially determine the most important set of skills and capabilities (through a job analysis) before judging applicants fit or unfit for the vacancy.Training is an important component of highly technical jobs, and these jobs will be increasing in Frontier Printing. However, because the company has no formal qualifications for any jobs the training is informal and conducted on an ad hoc basis. This has resulted in departure of valuable employees because although the employees may have seen themselves succeeding in other positions, they were unable to get any exposure to it. If job analysis on all the jobs were conducted, job descriptions would be available to everyone and employees wishing to ransfer to another position would have been able to do so. Departure of employees also arose due to other factors such as lack of strategic alternatives for retention of employees. For example, cross-training could have been utilized as a method of retention. However, on ce again, because there was no formal job analysis conducted, it would have been difficult to implement such a project without any guidelines. Thus, strategic human resource objectives are necessary to resolve the issue of proper training and improve plans for retention of employees.Currently, Frontier Printers does not have any development programs to improve the skills of its employees. This has caused retention issues as valuable employees left because they did not see any opportunities for growth within the organization. With the proper strategic human resource objectives in play, these types of problems can be prevented. Performance evaluations are a major issue in the company. There have been terminations based on â€Å"poor performance† where the paperwork detailing the reasons why is inadequate.This is a major issue because terminated employees may sue on the grounds of wrongful dismissal. In order for an accurate evaluation to take place, there needs to be pre-establ ished criteria and organizational objectives which can be compared to the performance and productivity of an employee. These are currently lacking in Frontier Printers and needs to be addressed. It is evident that when Frontier Printers was a smaller company a proper job analysis was not critical to the operations of the business.However, with a growing company this lack of job analysis can cause negative results regarding HR issues as it does today. The growing employee base is making it a necessity for Frontier Printers to implement human resource objectives in order to best resolve problematic issues from occurring. Need for Human Resource Expertise Frontier Printers has no strategic management objectives and needs to bring in some HR expertise to help them to create and implement these. Bonnie’s father Randall has been owner of Frontier Printers for over 60 years.In the last three years they have experienced 50% growth in employees and revenues are growing at projected ra tes. Bonnie has known for the last year that changes were needed but knows the company can’t afford to hire a full-time human resource professional. In order for Frontier Printers to address the organizational growth and to adapt changing technological trends they need to invest in HR expertise and develop strategic management goals and objectives. Frontier Printers has already created a mission and vision statement but have not defined its values and goals.The stakeholders will have to lead, support, implement and measure its strategic objectives while being competitive and consistent. With efficient HR expertise, they should be able to access, forecast, predict, design and implement its strategies in direct sync with the organizational goals. Along with strategic management Frontier Printers also faces challenges adapting to technological changes. Adjusting to Technological Improvements Frontier Printers is going to be facing some challenges trying to incorporate new techno logies into their everyday activities.The introduction of new technologies will require the development of technical skills. This has the potential to provide good career and skill-building opportunities for the employees. It will also allow the company to gain a competitive advantage by improving its efficiency. However, Frontier Printers already has some troublesome situations present when dealing with technology and could potentially face more problems in the future if the integration of technology into their workplace isn't properly managed.The current problematic situation that's present within Frontier Printers and their technology is the fact that a very limited amount of employees know how to use their software. Randal and Ida Harris are the only two employees that know how to use the software for billing, payroll and/or financial reports. Also, Randall and Thomas are the only ones who know how to use the software for estimate pricing. This is a problem because if one of the se three employees left the company replacing them would be costly and difficult.Also, if all three of them decided to quit then nobody would know how to use the software! The introduction of new technologies into the organization is inevitable and necessary to keep up with the competition and demand of the market. Challenges involved with this will include training the employees on how to use the new technologies, and what to do when some jobs will be depleted while other ones are created. If Frontier Printers can successfully handle these adaptations of new technologies it will help them to achieve continued success.

Stoke Moran Essay In this essay I am going to compare contrast two detective stories. A pre-twentieth century story by Sir Arthur Conan Doyle called The Speckled Band a modern story by Colin Dexter called Neighbourhood Watch. I will describe the language, characters, social and historical context, Style, the plot, similarities and differences between the two. I will also state which I prefer why. The Speckled Band starts off with Miss Stoner going to Sherlock Holmess house and asking for his help. She tells him of her sisters death and of how her sister had heard a whistle at night for the past week or so. On the night of her death there was a loud scream of terror and just after a whistle Miss Stoner went to inspect quickly but as she neared her sisters room she stumbled out and said silently a speckled band. Miss Stoner was quite worried because her sister was soon to be married and now so is she. As soon as she left Dr Roylott came barging in wanting to know what Miss Stoner had come to see Holmes for. Holmes tried to put off answering Dr Roylott and answered with something about the weather. In disgust Dr Roylott picked up Holmess poker and bent it then he left. Once Dr Roylott left Holmes picked up his poker and bent it back as straight as possible in one go. Holmes and Watson soon left for Stoke Moran which is the home to DR Roylott and Miss Stoner who live with one servant. But they told the dog cart driver that took them there that they were archaeologists and were interested in the building itself. They got off the dog cart near the plantation that was on Dr Roylotts land. He let some gypsies live there and often used to go with them on voyages and trips. When Holmes started to look at the rooms he began in Miss Stoners room which was supposed to be having some repairs done to the wall because the builders punctured the wall while doing repairs in the other wing of the house. When Holmes looked at it there wasnt any repairs done to the wall and nothing wrong with it either. Holmes soon went on to the next room which was currently being used by Miss Stoner Holmes automatically noticed the ventilator and told Watson that he knew that it was somewhere near due to the fact that the dead sister could smell Dr Roylotts cigars and could hear things that Dr Roylott was doing and that meant there was some kind of connection between the rooms and a ventilator would be one of them. He also noticed that the bed was bolted to the floor which could not be moved, also there was a bell-pull which didnt ring a bell and Holmes noticed it was a dummy instantly. Holmes left that room and investigated Dr Roylotts room. He noticed only a few things but the things he noticed were a safe a saucer of milk and a lash curled up making a loop of whipcord. Holmes asked what was in the safe and Miss Stoner replied papers. She told him that she had seen inside and that was what was inside. Holmes wondered to himself in a thick cloud of smoke from his pipe. What was the milk for? Dr Roylott may have had it for his pet cheetah but a saucer wouldnt have been enough for a huge cat like that. Holmes and Watson arranged to come back after Dr Roylott had retired to his room for the night Miss Stoner would signal for them once Dr Roylott had gone to bed for the night. Holmes and Watson waited for the signal at a nearby Crown Inn. When the signal came they went up to Stoke Moran and Miss Stoner let them into her dead sisters room for the night. Holmes and Watson waited into the early hours of the morning waiting for something to happen. Soon enough Holmes got up and hit the bell-rope. Soon after there was a whistle and they soon found Dr Roylott dead and a poisonous snake in his room. In the story Neighbourhood Watch Morse begins in a pub called the Kings Arms taking his lunch hour while looking at a near 30 year old brunet when a Dr Ullman turns up and tells everybody about what had happened. He said that he had gone to the opera and when he had returned his car wasnt in the drive way. He was very worried and phoned the police although they werent much help. A few days had passed and his car had returned back in his drive with a note and an opera ticket worth i 40. Morse was quite surprised and Dr Ullman read the note. The note said Sorry for any inconvenience very sorry indeed. I just had to have a car and yours was there. Its had a shampoo and I filled the petrol tank unleaded, like it says in handbook. Your little car saved my bacon, thats the truth, and Im grateful. Please then do me the honour of accepting the enclosed ticket. I know you like the opera. I wasnt quite sure what performance to choose but Wagner is the king for me, and in my opinion Die Valkurie is the greatest thing he ever wrote. Enjoy your evening and thanks again. Morse found it quite strange for a car to be taken and not even a scratch on it in fact quite the opposite, it looked brand new. Morse soon left and set up a surveillance operation watching over Dr Ullmans house. When it was time to go round the opera Morse and Lewis were already there not very far into the surveillance operation a woman went in and posted something. Morse thought it was a free paper. Lewis soon wanted to go in but Morse told him to wait. Soon after that a man opened the gates and went and took something out of the letterbox it was a key then they noticed that it was Dr Ullman. Morse and Lewis were quite surprised to see Dr Ullman back in his home before the opera was finished. They both went home. Morse walked 300 yards home and Lewis took the van home. When Morse got home he noticed something on the table. A note. It read Sorry for the inconvenience very sorry indeed. It was the only thing worth pinching and Im hoping Ill get a good price for it. Morse leaped up the stairs to see if his tables were gone and they had. Morse phoned the police to tell them that he had been burgled the officer told Morse that it had already been reported by Dr Ullman. He said that he lived near by. Dr Ullman had got the number plate of the white self hire van. Morse went around to Dr Ullmans house and he explained all that had happened. The Language of the two stories is different in many ways. Nowadays we dont use dog carts and dont have bell-ropes in our houses like in the Speckled Band, also we dont write 70 word sentences like In glancing over my notes of Stoke Moran. We also dont call our bedroom a chamber anymore. We dont use phrases like would fain draw a little closer to the fire. Not many houses even have a proper fire in their homes nowadays anyway. The Morse story mainly contains modern language and some slang like genuine enough I reckon and so this chap this is completely differently from the 70 word sentences that are in the Speckled Band. Neighbourhood Watch contains many modern words like Tupperware, new alarm system, white self hire van or even NHS hearing aid. That makes it obvious that Neighbourhood Watch is not set in the same time period as The Speckled Band. The old words in The Speckled Band make it feel rather strange. Maybe its because I dont understand some of them but the new modern words that are in Neighbourhood Watch and everyday life dont add much of any thing to the story.
